Precipitata la situazione in Italia, Mussolini dal 17 aprile si era trasferito a Milano, nella sede della Prefettura, per meglio seguire gli avvenimenti. Il 25 aprile poi, invitato all'arcivescovado, vi si era recato con il maresciallo Graziani, il sottosegretario Barracu, il Ministro Zerbino e il Prefetto Bassi, per trattare con i rappresentanti del CLN, le possibilità di un passaggio dei poteri. Qui Mussolini apprese il tradimento della resa tedesca ed interrompeva le trattative. Nella stessa serata, dopo avere discussa la situazione con i suoi maggiori collaboratori, Mussolini partiva con altri capi del Fascismo e della RSI per la Valtellina (dove si sarebbero dovuti radunare i fedelissimi per una resistenza ad oltranza), facendo una prima tappa a Como, donde proseguì per Menaggio. La mattina del 27, insieme agli altri gerarchi, con una colonna tedesca, il superstite governo della R.S.I. si rimise in cammino ma venne fermato e catturato dai partigiani che diedero via libera solo ai tedeschi.

Subito dopo la cattura, mentre i gerarchi venivano trattenuti a Dongo, Mussolini veniva portato a Germasino. Di qui veniva prelevato dal ragioniere Audisio, alias colonnello « Valerio », che con un ordine del CLN a firma del gen. Cadorna lo trasportava in località Giulino di Mezzegra per fucilarlo. Qui giunti, davanti ad un muretto di Villa Belmonte il partigiano Michele Moretti, che era con l'Audisio e con altri partigiani, sparava senza preavviso alle spalle di Mussolini, cui nulla era stato detto circa la propria sorte, uccidendolo istantaneamente. La morte di Mussolini avveniva alle 16,10 del 28 aprile 1945. Con la stessa raffica veniva uccisa Clara Petacci, che era stata unita all'ex Capo del Governo il giorno precedente. Nello stesso giorno Audisio, tornato a Dongo facevo fucilare in Piazza i gerarchi fascisti, che morivano tutti sull'attenti, dopo aver gridato « Viva l'Italia! »: i loro cadaveri venivano portati poi a Milano per essere esposti a Piazzale Loreto. Il giorno seguente, catturato nella sua abitazione di Milano, Achille Starace, ex Segretario del PNF, veniva portato in Piazzale Loreto; posto di fronte alla salma di Mussolini, Starace la salutava romanamente e cadeva subito dopo abbattuto dalla scarica del plotone di esecuzione

Trasportate a Milano la mattina del 29 aprile, le salme di Mussolini e dei gerarchi fucilati a Dongo venivano esposte in Piazzale Loreto, dove qualche tempo prima i tedeschi avevano fatto esporre i cadaveri di quindici partigiani fucilati per rappresaglia. Intorno ai corpi inanimati si raccoglieva una moltitudine di popolani che infieriva su di essi colpendoli e tormentandoli in ogni modo. Mentre il popolo sfogava i propri bassi istinti sui cadaveri, il cardinale Schuster, che in passato si era mosso energicamente per far cessare l'esposizione nella stessa Piazza dei corpi dei partigiani che peraltro nessuno oltraggiava, si rifiutava questa volta di intervenire per far cessare la raccapricciante scena, limitandosi a rispondere a chi lo sollecitava: « Non sarebbe prudente ».
